Sean M. Parks, AICP, QEP, is the CEO and Senior Scientist and Planner at Parks Consulting Services, where he leads a team specializing in land use planning, environmental and water resource planning, sustainability, and real estate owner/developer services. With more than two decades of experience working with and for local governments across Florida, he helps public agencies, investors, and property owners make informed, data-driven decisions about growth, infrastructure, and conservation.

In addition to his consulting work, Sean has served as a Lake County Commissioner since 2010, including a term as Chairman of the Board and leadership roles on regional transportation and water policy boards. In these capacities, he has championed initiatives such as the Wellness Way Plan in south Lake County, balancing high-wage job creation with protection of natural resources and quality of life.

Sean’s technical background includes extensive work in environmental science, wetlands preservation, and water resource management, including prior service with the St. Johns River Water Management District. He is a certified urban and regional planner through the American Institute of Certified Planners (AICP) and a Qualified Environmental Professional (QEP), credentials that underpin his expert witness, planning, and permitting work throughout Central Florida.

A Central Florida native and Eagle Scout, Sean is deeply invested in community service, serving on boards and in organizations focused on youth, education, and economic development, including the Buses and Backpacks Program and regional business and civic groups. He holds a bachelor’s degree in environmental science and a master’s degree in engineering management from the Florida Institute of Technology, as well as a graduate certificate in natural resource policy and administration from the University of Florida, bringing a strong combination of technical expertise and practical leadership to every engagement.
